COVID-19 updates

特別定額給付金について (April 24)
Information regarding Japanese Government Aid of ¥100,000

1- Eligibility:
→ People who are on Japan's Basic Resident Register (hold a residence card) as of April 27 and carry a visa of more than three months. The aid is 100,000 yen per person so a household of 4 people would be 400,000 yen.
2- Where to get the application form
→ The City Hall will send the application forms to the head of the household by post. Residents who have a “My Number” card can apply online.
3- Required documents
→ Fill in your bank account details on the application form for wired transfer and send it with copies of your bank book, residence card or driver’s license to the city hall by post.
The Japanese government plan to start the handout in May.

The process and start of the handout may vary depending on the city hall.

Support for Foreign Resident from the Japan Medical Association

In light of the situation regarding COVID-19, the Japan Medical Association are taking consultations about medical matters as well as offer advice on course of action.

Period: April 10 (Fri) – May 20 (Wed)
Time: 10:00 – 17:00
Available in English every day.

Newly Confirmed Case of COVID-19 [New Coronavirus] (April 8)
A Hamamatsu resident was tested positive for COVID-19 at 6PM, April 7 (Tue). The patient developed a 37.5 degree fever on March 30 and was tested positive on April 7 after undergoing a PCR test. The patient was hospitalized on this afternoon at a designated medical facility.

Nationality: Japan
Age: 60s
Sex: Male
Location: Hamamatsu Naka-ku (Lives with his spouse)
Occupation: Company Worker
Symptoms: Light cough, 36.8 degrees temperature
Appearance of Symptoms: March 30, 2020 (Thursday)
•The patient is thought to have contracted on his day trip to Kyoto.
•PCR tests on his family and the doctor who saw him on April 2 are being conducted.
•There is no danger of the infection spreading in the city caused by the patient.

Notification from the Hamamatsu City Welfare Council

For people who are concerned about money due to a reduction in their salary or loss of their job because of the novel coronavirus, it is possible to get a loan from the Welfare Council.
The loans are from 100,000 Yen up to 200,000 Yen with no interest. No guarantor needed.

Eligibility (Foreign residents):
・Plans on staying in Japan for a long time
・Lived in Shizuoka Prefecture for over 6 months
・Can speak Japanese to some extent

Current Efforts related to the Spread of the Novel Coronavirus and Request to Refrain from Travelling
From April 3 onwards, foreign residents who leave the country with a re-entry permit, even if they hold a “permanent resident visa” or “spouse visa”, as a rule will be denied disembarkation unless there are special circumstances. Please refrain from traveling to areas that fall under the disembarkation restriction category.

For Foreigners Working in Companies
Even when the new coronavirus (COVID-19) has caused a decrease in business to the company, companies are not allowed be treat foreign workers less favorably than Japanese workers just because they are foreigners.

1. Company must pay a leave allowance to foreign workers as well as Japanese workers when they are forced to take days off from work by the company.

2. The subsidy the national government pays companies to protect worker employment can be used for Japanese as well as foreign workers.

3. When you take days off from work because your children's schools are closed, you can use paid vacation days just like Japanese workers.

4. Companies cannot freely fire you at will. When a company wants to fire a foreign worker, the same rules as Japanese workers must be followed.
If you need help, please consult your local labour bureau, labour standards supervision office or public employment security office (Hello Work).

Regarding Immigration Applications due to Coronavirus
The deadline has been extended for one month for applications to change the status of residence and applications to extend period of stay for foreign residents whose period of stay expires* in March (excluding those who have Short-Term Stay status or Special Activities (Departure Preparation Period) status). Applications will be accepted up to one month after the expiration date of the relevant resident's period of stay.
*This includes those who must apply for a visa during March, such as those born in Japan.

Notification from the City
A plan of action has been released by the government to postpone or cancel the following types of events until March 15th (Sun) to prevent the spread of the Corona Virus.
1) Indoor events expecting large numbers of people attending/ participating.
2) Both indoors and outdoor events dealing with food.
3) Events where most participants are expected to be elderly or pregnant people.
The Hamamatsu Board of Education has sent out notifications for the temporary closure of municipal elementary, junior high schools and the municipal high school from March 3rd 2020 (Tue) to March 15th 2020 (Sun). For more details, please check the notification you receive from the schools.


“Hamamatsu Children’s Plaza Marche” Stalls Wanted

Eligibility: A craftsman or personal craftsman of handmade products active in the local region. (20 booths available)
Products: Children and family oriented handmade product. (Food and second hand products not accepted.)
Booth fee: 1 booth 2000 yen
Application: Please download the application form from the Hamamatsu Children’s Plaza Homepage and submit it directly or by fax to the Hamamatsu Children’s Plaza from 19 August 2019 (Applications accepted until 15 September)

We are gathering food for those in need. Please put the food you will donate into the food boxes provided.
Period: Until 30 August (Fri) (From 08:30 till 17:15 excluding Saturdays, Sunday and holidays)

Conditions: Over two months until best before date and unopened.

Commendation for Civilians, Organisations and Enterprises Actively Engaging in Intercultural Activities

We are accepting nominations of citizens, groups and companies who carry out outstanding intercultural activities in the city. Self-nominations and nominations of others will be accepted, and winners will receive awards. We are looking for outstanding and pioneering continuous activities that engage in creating an intercultural society, and act as an example to others.

Requirements: Activities must have been carried out in the city for 10 years (as a rule) and still taking place at the time of application.

Application: Present the application form and necessary documents directly to the International Affairs division, or send by mail or email. Must arrive before July 31.
