Organization
HICE was founded in 1982 by a civil servant from the City Hall and three employees provided by the Chamber of Commerce and Industry, who worked for both entities. Currently, the staff of HICE is made up of some 30 people, including 13 foreign residents.
In 2010, HICE was reorganized as a public interest foundation. Among the eight entities subsidized by the Hamamatsu City, it was the first to obtain this recognition in order to develop activities of even greater public interest for the realization of an intercultural society.
